Roy Kime As President & CEO of RCK Associates, Mr. Kime built a top consulting firm to federal, state and local government as well as Fortune 500 companies. He built and led teams producing acclaimed E-government solutions. He built his previous venture, Computer Intelligence to one of the top three consulting firms to the DC government. As CEO and co-founder for StarRemote Wireless, Mr. Kime raised venture funds and built the core business development team. The client base included an impressive array of world-class organizations including Verizon Wireless, the U.S. Secret Service and the United States Coast Guard. The company was acquired by ASG Software Solutions in 2003. In 2000, Mr. Kime sold Revolutions, a premier sporting goods company specializing in international distribution for Europe and Japan. As President and CEO of RCK Associates, Mr. Kime works with numerous technology enterprises that have an ever-increasing need for affordable, world-class contracting and permanent placement talent. Paul J. Shulman Mr. Shulman’s diverse experience includes ownership and operations of several technology based organizations. Mr. Shulman has directed a vast array of projects that include software support to systems application design and implementation. Mr. Shulman has assisted both federal and commercial organizations with strategic planning, risk assessment, business analysis, planning methodologies, and development of information systems covering a variety of hardware/software and network platforms. Mr. Shulman was the founder and President of Acuity Systems, Inc. which provided back office support services to the telecommunication industry. Acuity’s customers included GTE, Qwest Communications, MCI, Sprint, LCI International, and others. Acuity’s suite of solutions included PrePaid and PostPaid, VoIP, CLEC, Point-of-Sale Activation (POSA), VisaNet global transaction processing network, and Interactive Voice Response (IVR) systems. Mr. Shulman was the founder, President and CEO of SynapSys, Inc, a leading provider of turnkey carrier-class Enhanced Services solutions for the Telecommunications Industry which placed 12th on the prestigious “Washington Technology Fast 50 List”, a ranking of the 50 fastest growing public and private technology companies headquartered in the greater Washington, DC region. Mr. Shulman created strategic partner alliances with Cisco, SUN Microsystems, and ORACLE.
Konstantin Girkhovskiy As a staff member, Mr. Girkhovskiy has directed and designed Technology programs for the U.S. Department of Transportation, the Odessa (Ukraine) Department of Public Transportation, CAIS Internet Inc., and ANSTEC, Inc. In 1997, the U.S. Secretary of Transportation honored Mr. Girkhovskiy for his work in software support on the Garret A. Morgan transportation program. In 2002, Mr. Girkhovskiy was internationally recognized with a nomination for the prestigious Billing Magazine Globe Awards for his work on a billing system that has been adopted by numerous telecommunications companies. Mr. Girkhovskiy earned his Ph.D. in Matrix Theory, Masters Degree in Computer Science and a Bachelor of Science degree in Applied Mathematics from the State University, Odessa, Ukraine. Mr. Girkhovskiy speaks fluent English, Ukrainian, Russian and conversational Polish.
